Having won neutrality for the Mandalorian system, Duchess Satine now finds herself an outsider with very little aid to her people. Supplies are hard to come by, except on the black market. As a result, the Duchess faces a world consumed by greed. Hoping to alleviate some of the tension rising in the capital city of Sundari, Satine has called upon her friend Padmé Amidala to make a diplomatic visit.

Duchess Satine knows that her decision to remain neutral during the war has caused distress in the Senate. Satine wants more open trade routes so they can get supplies more freely. Satine has invited Padmé to see the new Mandalore.

Padmé is impressed with the capital city of Sundari's elaborate fanfare for her arrival.

Meanwhile, Moogan smugglers land their cargo ship at the Mandalore docks. Moogan smuggler Tee Va bribes a customs officer to allow them to unload their mysterious shipment without putting it on the record.

New Mandalorian ministry council members argue and refuse to agree on whether they should ask the Republic for help against smugglers and corruption. Senator Amidala suggests the Republic as a safe option but the ministry refuses to listen to her offer. Duchess Satine is disgusted with the council members' bickering.

The smuggler Tee Va reveals that the secret cargo are barrels of a diluting agent called slabin that enables them stretch out their deliveries of tea at twice the profit. Slabin becomes toxic when the dosage is wrong.

At dinner, Satine asks Padmé about her feelings regarding the Republic's war with the Separatists. Padmé is frustrated with mixed reports she gets from both the Chancellor and her sources about the progress of the war. Padmé wishes she could be neutral, but she remains loyal to the Republic and works to overcome corruption.

Satine takes Padmé to visit a hospital only to discover there's an outbreak of poisonings affecting the children of Mandalore. The doctor tells Satine he has no idea of what the source of the poison may be and they're running out of time. The only clue they have is that the children attend the same school. Prime Minister Almec thinks Death Watch is behind the act. Satine doesn't believe Death Watch would target children.

Satine orders her personal guards to investigate the outbreak. They each get a comlink and data pad to report their findings.

Satine and Padmé head to the school so they can personally inspect it for clues to the mass poisonings. Satine asks if their bottled drinks have been tested. They are not part of the school's menu; they are brought in through an outside vendor.

Mandalorian scientists run tests on the bottled tea and discover it has a high level of toxic slabin. Padmé asks if the school has an import log, and they rush off to the docks to find where the contaminated tea shipments came from.

Padmé finds that the school's import log has been erased. The school's superintendent tries to make a run for it, but Satine's guards apprehend him. He reveals that he had to cut costs in the school's low budget, and found a way he could make some money on the side. He didn't know the drinks were poison. His contact is a man named Siddiq, a corrupt employee of a shipping company.

Siddiq openly admits to Satine and Padmé to bribing a school official without remorse. He is confident his corporate contracts will protect him. He gets the tea from a Moogan and reveals that the next shipment will be arriving that night.

Satine, her guard and Padmé sneak onto the dock to watch the secret arrival of the smugglers' ship. They watch a customs official bribed by Tee Va ignore the cargo shipment. Satine wants to know how far up the chain of command the corruption goes.

The police captain refuses to believe there is any corruption under his command. Satine accuses the police captain of stalling at arresting the smugglers. He reluctantly goes to the dock to investigate. At the dock they discover a guarded warehouse, which contains a lab where the tea is being diluted with slabin.

The smugglers shoot at the police who are overwhelmed. The guards and Padmé take the battle against the smugglers into their own hands.

Satine demands that the police captain burn down the warehouse full of slabin-contaminated tea. Later, when Padmé and Satine reveal to Prime Minister Almec that smugglers, not Death Watch, were to blame for the mass poisoning. Satine ordered shipments of an antidote to the schools and hospitals. The prime minister doesn't seem compelled to look further into the corruption. Satine is losing hope in the government.
