King Dendup claims no responsibility for the insurgency, calling it the will of the people, but privately he is burdened by thoughts that Onderonians are committing violence in his name or that his inaction in the face of the Clone Wars has caused such strife.

Saw Gerrera has difficulty taking orders, even those that come from his sister. He believes in the cause, and in his own abilities, and increasingly thinks he can be far more effective working alone.

Steela never sought the leadership of the rebels, but they have selected her to command. She concentrates in winning the hearts and minds of the beleaguered people of Onderon.

Ahsoka Tano monitors the rebellion closely, but finds it difficult to follow the Jedi Council's orders to not get involved.

Leading the royal guard is General Tandin, a stern patriot who is determined to do what is best for Onderon. He has misgivings about the involvement of offworlders in Onderonian affairs.

Unlike General Tandin, General Kalani has no sentimentality when it comes to Onderon. A cold, implacable super tactical droid, Kalani is part of the Separatists' reinforcements dispatched by Count Dooku to bolster King Rash's defenses.

The Onderon rebels operate out of a safe house in the heart of Iziz, following the orders of Steela Gerrera.
