Ryloth is under siege. Trapped on the surface, Jedi Master Di rallies the local forces with the help of Cham Syndulla. Desperate to save them, the Jedi Council dispatches Senator Bail Organa and Representative Jar Jar Binks to the planet Toydaria, where they are to convince the neutral regent, King Katuunko, to send aid to Ryloth. Bail and Jar Jar must convince Toydaria that their cause is just -- before it's too late. Trade Federation envoy Lott Dod attempts to prevent the Toydarians from giving up their neutrality. Katuunko follows his conscience and secretly aids the Republic, which Jar Jar is able to keep secret from the snooping Trade Federation agents with his inimitable distractions.

Because of his reputation as a patient and well-spoken politician, the Jedi Council asks Senator Bail Organa to assist Representative Jar Jar on a diplomatic mission to Toydaria. In speaking with King Katuunko, Organa asks for the Toydarians' help in sending relief supplies to Ryloth.
This Gungan may not be known for his language skills, but his tomfoolery somehow helps save the day... again. Jar Jar uses his juggling talents to distract the Trade Federation long enough to help bide time for Republic ships to send relief to Ryloth.
As Toydaria is considered a neutral planet and not part of the Republic, the king is not interested in taking sides during the Clone Wars. However, he does allow Bail to transport relief to Ryloth in secret, as he cannot allow for the Twi'leks to suffer because of a war they did not ask for.
As a representative of the Trade Federation, Lott Dod's main goal is to look out for the best interests of the Separatists. Sent to Toydaria by Count Dooku, Dod does everything he can to prevent Bail Organa and Jar Jar Binks from gaining permission to use Toydaria as a staging ground for relief supplies bound for Ryloth.
In his continued fight against the Separatist invasion of Ryloth, the leader of the Twi'lek freedom fighters remains frustrated with Jedi Master Di, who promises that the Republic will soon send relief supplies to the desperate Twi'leks.
