Description

A well-meaning civil servant whose chancellorship was hampered by corruption in the Senate and bureaucratic snarls, Valorum secretly turned to the Jedi Knights for help breaking the Trade Federation's blockade of Naboo.

But Valorum was betrayed by Naboo's Senator Palpatine, who maneuvered Queen Amidala into asking the Senate for a no-confidence vote in the Supreme Chancellor's leadership. A stunned Valorum was removed from office in favor of Palpatine.

As Supreme Chancellor, Valorum was elected from the body of the Galactic Senate. He steered the democratic assembly through the day-to-day affairs of the Galactic Republic. It was the Senate, also, that grew dissatisfied with his leadership. The scandal caused by his attempts to rein in the Trade Federation led to him being voted out of office.

Palpatine

Senator Palpatine always seemed like a political ally to Valorum. He offered what advice he could to Valorum during the troubled days of the Republic. Even when Palpatine's home planet was invaded by the Trade Federation, Palpatine was willing to defend Valorum's character, though he did admit that the Chancellor's style of leadership was too weak. It was Palpatine that quietly urged for a Vote of No Confidence.

When Queen Amidala arrived on Coruscant seeking help for her planet, all she found was unproductive bureaucracy. She described the invasion of Naboo to the Galactic Senate, but the only thing Chancellor Valorum suggested was sending a committee to investigate her reports, rather than calling for action. At Palpatine's urging, Queen Amidala called for a Vote of No Confidence in Chancellor Valorum.
