In one of the poorest sections of Mos Espa are a series of small hovels stacked atop each other, serving as homes for the city's slave population. Families are usually allowed to remain together, and a few connecting hovels are sometimes transformed into some sort of family home, with different bedrooms leading to a common living area. Despite their wretched appearance, the slave quarters are sturdy enough to protect the residents from the sandstorms that regularly hit Mos Espa.

The Slave Quarters are beneath the notice of well-to-do citizens and local authorities, making them an ideal hiding or meeting place for low-profile travelers with the right connections.

Anakin Skywalker lived there with his mother Shmi during the early years of his life, before he was liberated to become a Jedi Knight.

From the Expanded Universe

Slave Quarters Row is a crowded and poor section on the outskirts of Mos Espa. Designed to be cheap and temporary, the hovels were built by the miners that originally settled and then abandoned Tatooine. The hovels use antiquated bio-converter power generators, which receive liquid sludge composed of animal and municipal waste via underground pipelines. This sludge is then converted into a natchgas, which fuels the hovels' power needs.

The Skywalker hovel is larger than most, being a conglomerate of three smaller units. This was not a mark of generosity on Watto's part; he simply could not afford more slaves.
